In a significant announcement at a joint press conference with Russian President Vladimir Putin in New Delhi on Friday, 5 December 2025, Prime Minister Narendra Modi said that Russian citizens will soon be eligible for free 30-day e-tourist and group tourist visas to visit India.

What is the New Visa Offer?

Modi described the free 30-day e-visa policy as:

• Under the new arrangement, Russian nationals planning to visit India will no longer need to pay for the e-tourist visa or group tourist visa. These will now be provided for free. 
• Visa processing is expected to be completed within 30 days of the application.
• This change aims to boost tourism, encourage people-to-people exchanges, and strengthen cultural and social ties between the two countries.

What is the “Vision 2030” Strategy?

The visa announcement is part of a larger agreement under Vision 2030. India and Russia have committed to strengthening economic cooperation until 2030.

As part of this plan, the two countries want to increase trade, investment, movement of people, and business collaboration across borders.
