In a significant announcement at a joint press conference with Russian President Vladimir Putin in New Delhi on Friday, 5 December 2025, Prime Minister Narendra Modi said that Russian citizens will soon be eligible for free 30-day e-tourist and group tourist visas to visit India.
Modi described the free 30-day e-visa policy as:
The visa announcement is part of a larger agreement under Vision 2030. India and Russia have committed to strengthening economic cooperation until 2030.
As part of this plan, the two countries want to increase trade, investment, movement of people, and business collaboration across borders.
The free e-visa policy for Russians is viewed as an important step in promoting people-to-people mobility. This supports the economic, strategic, and cultural goals outlined in Vision 2030.
The visa-relaxation announcement is part of the broader results of the 23rd India-Russia Annual Summit in New Delhi during Putin’s two-day visit to India. The two leaders are expected to sign several agreements to improve economic cooperation, trade, and defence collaboration. This reflects their long-standing "Special and Privileged Strategic Partnership."
For Russian citizens, the new free e-visa system means easier, more affordable, and faster access to Indian tourism. For India, this move could boost tourism, cultural exchange, and goodwill between the two nations.
Additionally, it highlights New Delhi’s aim to expand cooperation beyond traditional fields like energy and defence, thereby strengthening long-term relationships under “Vision 2030.”
